The Democrats, somehow, persisted in accepting a filibuster rule that quashed any vote even coming to the floor as long as one member sent a slip saying they would filibuster. They never had to actually filibuster! The idea that you need 70 votes to pass legislation is ridiculous, as is the 60-vote assumption. We used to pass things all the time with 52-55 votes. A "large majority" is more than 70 votes in the Senate. Except for about six weeks, from the beginning of July, when Franken was finally certified, to mid-August, when Kennedy died, the Democrats had 57 Senators, pluse two "independents," one of whom was Weepin' Joe Lieberman. It gave Obama the perfect excuse for not getting anything done. He had Max Baucus "negotiate" with the Republicans FOR. TEN. MONTHS, but there is probably no chance he could have gotten anything done in the six weeks when he potentially had 60 votes in the Senats. You seem to forget that McConnell completely controlled the 40 Republican Senators and conducted more filibusters than had ever been done in the history of the Republic.
